In Portugal right now you can only eat in a restaurant if you show a vaccine certificate or a negative covid test. Fortunately this doesn’t apply to cafes unless the cafe is a restaurant. Quite small cafes can be restaurants and quite large restaurants or bars can be cafes and the good thing is you can’t tell by their appearance. (Bars have different rules which I forget but if they serve food or are prepared to they are not bars anyway.) A negative test is quite cheap and easy to get but you never know till you arrive at the establishment whether they will accept this or whether they require a test authorised by a pharmacy. The pharmacies don’t always have appointments for tests but people can queue up outside metal cabins and then go into a small space where a test person who has been getting close enough to hundreds of people to put something up their nose will test them and give them a special document. And this document makes eating in Portugal very safe indeed.
